Fallout 4 Green Paint Glitch Cant Paint Wall

I went around Diamond City for hours and 'discovered' Hardware Town, but didn't enter it - I can't get the 'Painting the Town' quest to start - currently killing everyone at Hardware Town to see if Abbot will talk afterwards - not many people seem to have had this problem, any idea/console commands to make the quest happen?

But everytime I try talking to him, he went all "oh no need to worry about me" "I've got work to do". Well guess what, I want the misc quest competed so you better start talking damnit. Not telling Fallout 4 players that they can activate a flashlight, activate and hold objects in order to carry them without adding them to the inventory, and neglecting to provide any type of tutorial for settlement expansion, I can live with.What I cannot, however, is the fact that perfectly good suits of power. Can't attack/use weapons bug? So, i'm like 14 hours in, and i don't really know what's the reason but i can't use weapons at all... no guns nor melee weapons, can't even use VATS. It looks like a different bug from the invisibile weapon/pip boy one which can be fixed easily.
