Fallout 4 Paint The Wall Glitch

It's a simple fetch quest for some paint in Hardware Town. I had the mixed paint as well before talking to Abbot, so it's not like you can jump in the middle of the quest and trigger it. I also tried console commands to get it launch, but to no avail. Here's the console command to attempt to force Painting the Town to start:
